Improvement of health and health-related quality of life of elderly people through supporting osteoporosis prevention among 50+ persons

The Minister of Health has announced a call for proposals for the Contractor of the task related to public health:

Improvement of health and health-related quality of life of elderly people through supporting osteoporosis prevention among 50+ persons

Due to the fact that the number of proposals to be submitted by the University (1 proposal), kindly prepare draft proposals on the template of the Project Initiative, and send it electronically within 28 March 2022 by 4 p.m.: awn@wum.edu.pl.

The subject matter of the call is the selection of one Contractor for the task consisting in the development, organization, implementation and evaluation of a training for a minimum of 4,000 people at the age of 50 and more on osteoporosis prevention and support of osteoporosis treatment, with a special impact on suitable physical activity.

Under the implementation of the task, the following is expected from the Contractor:

in 2022 – at least: development of the training programme and training materials for the participants as well as their submission for the approval of the Minister of Health, as well as commencement of implementation of the pilot training.

in 2023 – at least: completion of the pilot training, conducting the final evaluation of the task and preparation of the evaluation report of the pilot training performed as well as the revised educational programme with updated educational materials to be used for further promotion of the task outcome

Budget of the task The budget to be allocated for the implementation of the task in the years 2022–2023 are public funds amounting to a maximum of PLN 2,150,000.00, where:

in 2022 – PLN 1,050,000.00,

in 2023 – PLN 1,100,000.00.

Threshold conditions regarding the Bidder/Contractor:

a. The Bidder/Contractor in the task can be entities whose statutory objectives or the subject-matter of their activity are related to the matters covered by the tasks specified in Article 2 of the Act on public health of 11 September 2015 (Journal of Laws of 2021, item 1956, as amended), including non-government organizations and entities as mentioned in Article 3, Paragraph 2 and 3 of the Act on public benefit activity and voluntary work of 24 April 2003 (Journal of Laws of 2020, item 1057, as amended).

b. The Bidder confirms that the task will be entirely financed from the funds of the Minister of Health, without contribution of other co-financing entities (with possible share capital of the Bidder).

c. The Bidder has experience related to the implementation of educational projects in prevention, promotion or health protection for a total of at least 2,000 people within the last 5 years prior to the date of proposal submission.

d. It is required to present, in the form of an appendix to the proposal, at least one document confirming due implementation of a health promotion project implemented by the  Bidder addressed to a minimum of 1,000 people (e.g. in the form of references) within the last 5 years prior to the date of submitting the proposal.

Encompassing a larger number of people as part of duly implemented health promotion projects regarding health prevention, promotion or protection will be awarded bonus points.

Entities which within the last 5 years conducted such types of projects for a larger number of recipients will receive more points. The application should include information on the projects implemented, i.e. about their range, number of people covered by each intervention and references to websites of the projects implemented (if possible).

The Bidder’s experience in due implementation of health promotion educational projects will also be awarded additional points:

a. for elderly / aging people or

b. in osteoporosis prevention/treatment.

Entities which within the last 5 years conducted such type of projects for a larger number of recipients will receive more points.

The application form should include information on the implemented projects addressed to elderly/aging people or related to osteoporosis prevention / treatment, i.e. about their range, number of people covered by each intervention and references to websites of the projects implemented (if possible). The number of the presented documents (e.g. in the form of references) confirming due implementation of the projects will also be assessed. Entities that will present documents for a larger number of projects will receive more points.

Project Staff

The entity implementing the task related to public health consisting in development, organization, implementation and evaluation of the training undertakes to provide the substantive and technical base necessary for the implementation of this task, including to have at its disposal human resources adequate to perform the task.

The Staff involved in the implementation of the task should have essential experience in preparation of the substantive content (training programme, educational materials), conducting training activities and implementation of other tasks included in the task.

The Bidder should provide a suitably qualified and trained interdisciplinary team to implement the task – as part of its own human resources or in the form of cooperation with persons suitably qualified and educated in the scope of the task.

a. The Bidder will guarantee that the staff  developing the training programme will consist of, at least:

− 1 medical doctor specialized in rheumatology with at least 4 years’ didactic experience and at least 4 years’ experience in rheumatology, including work with people with osteoporosis;

− 1 physiotherapist holding a PhD, with at least 4 years’ didactic experience and at least 2 years’ experience in physiotherapeutic work with elderly people;

− 1 dietitian holding a PhD, with at least 4 years’ didactic experience and at least 2 years’ experience in dietary work with elderly people.

b. The Bidder will guarantee that the staff  conducting the training will consist of, at least:

− 1 physiotherapist with at least 2 years’ didactic experience and at least 2 years’ experience in physiotherapeutic work with elderly people;

− 1 dietitian with at least 2 years’ didactic experience and at least 2 years’ experience in dietary work with elderly people.

Entities declaring the involvement of specialists in other fields than the ones required and which can be applied when designing and implementation of the educational activities foreseen under the task (e.g. specialist in ergonomics of facilities, etc.) as staff mentioned in letter a and b will receive more points. When indicating the specialists in additional fields, the Bidder will justify their participation and roles in the achievement of goals and outcome of the task.

c. The Bidder will guarantee that the staff conducting the evaluation of the project after its completion will consist of persons with competences specified for the staff involved in   the development of the programme, as mentioned in letter a, who participated in the evaluation of at least 3 training projects within 5 years prior to the date of submitting the proposal.

The proposals can be submitted by 5 April 2022 EOD – solely by means of the Investment Project Support Platform (POPI) at https://e-inwestycje.mz.gov.pl/.
