The Ministry of Science and Higher Education (MEiN) grants for investments related to scientific activity for 2023
By decision of the Vice Rector for Science and Technology Transfer Professor Piotr Pruszczyk, we open the procedure of the call for applications for financing of investments related to scientific activity under the call organized by the Ministry of Science and Higher Education (MEiN).
Types of investments subject to financing:
- CONSTRUCTION – Types of investments:

- construction,
- purchase of real property.

- INSTRUMENTATION – of a value exceeding PLN 500,000.00 - Types of investments:
-
- purchase,
- manufacturing,
- extension.

- IT INFRASTRUCTURE – of a value exceeding PLN 500,000.00 - Types of investments:
-
- purchase,
- manufacturing,
- extension.

Before you begin the preparation of the application, please read the below formal requirements related to the submission of investment applications at MUW:
The MUW’s internal procedure of preparation and submission of applications consists of 4 STAGES:
STAGE I – Initiator’s notice about the project,
STAGE II – preparation of the application,
STAGE IIa – obtaining the approval from the MUW Hospitals’ Directors,
STAGE III – obtaining one’s own contribution to the project,
STAGE IV – submission of the application to the Ministry
STAGE I – Initiator’s notice about the project:
Within the deadline by 12 May 2022 – sending to the address of the MUW Project Support Department awn@wum.edu.pl a notice about the project for implementation of an investment related to scientific activity in order that it is transferred to the University Governance. Forms for download:

After obtaining the approval of the University Governance, the Initiator will be asked to prepare the application – in accordance with the below guidelines for STAGE II.
STAGE II – Preparation of the application:
Obligatory attachments to the application:
- As regards construction applications:
-
- material scope of construction works/adaptation,
- list of the first equipment to be purchased,
- adaptation plans (description in the application and graphic plan in the form of attachment),
- cost-estimation for the construction works and first equipment (minimum 3 offers of potential contractors),
- investment performance schedule.

- Regarding the instrumentation:
- Offers for purchase, assembly and start-up of the instrumentation (minimum 3 price offers),
- investment performance schedule.
- Regarding the IT infrastructure::
- Offers for purchase of IT infrastructure (minimum 3 price offers),
- investment performance schedule.
STAGE IIa – obtaining the approval from the MUW Hospitals’ Directors,
STAGE III – obtaining one’s own contribution to the project,
STAGE IV – submission of the application to the Ministry,
The procedures in the above-mentioned Stages, including the schedule, will be transferred directly to the project Initiators whose application will be selected by the University Governance.
When planning the preparation of the application, you should take into consideration the following:
Criteria for selecting the applications for investments related to scientific activity:
- justification of using the infrastructure to be subject to financing for the implementation of the works or tasks planned,
- possibility to use the infrastructure to be subject to financing by other entities in relation to its planned availability or under the cooperation of the applicant with those entities,
- applicant’s preparation for the implementation of the investment and use of the infrastructure to be subject to financing,
- correctness of use and settlement of the previously awarded funds for investment financing.
The following should be proven in the application:
- justification of the purpose of the investment implementation,
- importance of the investment for the development of science worldwide,
- importance of the investment for the innovation and economy, including indication of the works or tasks which will be performed with the use of the infrastructure subject to financing,
- letters of intent/confirming permanent cooperation and confirming the needs of other entities to use the investment planned,
- offers for the purchase of instrumentation.
For all applications for financing of an investment related to scientific activity submitted by MUW, the following is required prior to sending the application to the Ministry:
- Submitting the form signed by the party managing the funds: “Appendix 1a to the Project Initiative – sources of project financing” with data provided in the following items: phase of implementation and costs after project completion (the form will be transferred to the selected Initiators).
- Obtaining a written approval of the Head of Hospital Department/Entity on the project notice form.
- Obtaining a written recommendation/approval of the Hospital Director for carrying out the project, i.e. as regards applications related to instrumentation for placing the instrumentation within the hospital’s area, and as regards construction applications – for performing adaptation of rooms (the procedure will be transferred to selected Initiators).
Applications without the required approvals will not be examined.
